My cousin moved abroad a week ago but is expecting postal deliveries from friends in Boise, ID whom he knew during the school days. Since neither of us have actually lived there, what’s the chance of your post getting lost or delayed during the winter months (specially December)? He’s expecting the deliveries to be dispatched around mid-December, by regular USPS mail.

December is a busy month for our post offices with the holiday season and increased volumes. True, the winter does ’snow down’ the north-west on occasion, but the USPS has mastered this to an extent. Deliveries might be delayed if sent through regular mail, but I’m sure they do get delivered.
